AfriForum Youth says Ekurhuleni residents should rate mayor"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">AfriForum Youth is calling on the residents of the Ekurhuleni Metropolitan Municipality to rate Nkosindiphile Xhakaze, executive mayor of this metro, on his performance. This follows Xhakaza indicating in an interview that he would rate himself higher than 80% and that he believes that the residents of Ekurhuleni would also give him a distinction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the facts paint a picture that does not merit distinction. The Auditor-General&#8217;s 2024\/2025 report for the Ekurhuleni Metro indicated serious shortcomings in leadership, financial management and overall oversight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report also found a breakdown in ethical leadership and accountability in the metro. In addition, there is suspicion that procurement processes are not conducted in an efficient or ethical manner, there are insufficient investigations to detect fraudulent documentation, as well as inadequate monitoring of contracts and service providers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, the financial losses amount to the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>R1.83 billion in irregular expenditure<\/li>\n\n\n\n<li>R397 million in unauthorised expenditure<\/li>\n\n\n\n<li>R69 million in fruitless and wasteful expenditure<\/li>\n\n\n\n<li>Water loss of 25%, equivalent to about R1.268 billion<\/li>\n\n\n\n<li>Electricity losses of 16%, equivalent to about R3 billion<\/li>\n\n\n\n<li>R2.7 billion in uncollected traffic fines.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These figures come amid further worrying allegations of maladministration within the metro. The public is also still waiting for answers about the so-called \u201cghost workers\u201d scandal within the Expanded Public Works Programme (EPWP), where reports suggest that hundreds of jobs may have existed on paper for years without any work being done.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen billions of rand are lost, service delivery is deteriorating and the Auditor-General makes serious findings against the metro, it is difficult to understand how any mayor can rate himself with 80%,&#8221; says Hanno Koster, youth leader of AfriForum Youth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AfriForum Youth says residents should give Xhakaza a score out of ten, a score that better reflects his performance. For each rating received, AfriForum Youth will send an email to Xhakaza expressing the public\u2019s dissatisfaction and requesting that he accept responsibility and resign from office so that a more competent and ethical leader can take over his role and restore the metro to its former glory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;If the mayor believes he deserves 80%, he should have no problem receiving the public&#8217;s assessment of his performance.
